Mesquite launches master transportation update; public meeting set as outreach continues

City consultants working with Kimley Horn presented an update and timeline for Mesquite’s Master Transportation and Capital Improvement Plan during the March 11 council meeting. Council approved the presentation and staff will continue public outreach through fall planning sessions.

Ryan McKell of Kimley Horn said the study reviews existing conditions across modes — vehicle, bicycle and pedestrian — and will produce a prioritized capital improvement plan and an updated traffic impact fee schedule. The consultant described recent work: traffic counts at 21 intersections, a gap analysis for walking and biking infrastructure and a walk-and-bike audit with city staff and residents.

McKell said public engagement will drive recommendations and performance measures. “This plan is for the public and public engagement is gonna play a huge role in this effort,” McKell said. The team has an online interactive map and a survey on the city website and plans a public meeting on April 2 at the Mesquite Recreation Center at 5:30 p.m. A final plan and council adoption are anticipated later in the year.

What the plan will do The study will identify short-term (0–5 years), medium-term (6–10 years) and long-term (11–20 years) projects and suggest potential funding sources. Staff said an executive summary will be produced in English and Spanish and the final plan will be distributed digitally.

Vote and next steps Councilwoman Fielding moved to accept the presentation; the motion carried. Staff said the team will keep outreach active and return with a draft plan for council consideration, with a final adoption expected in November.

Ending City staff encouraged residents to participate in the April outreach meeting and the online survey to shape priorities for pedestrian safety, bicycle facilities and traffic improvements across Mesquite.
