Mesquite awards $3.57 million contract to SHF International for animal shelter addition

The Mesquite City Council on March 11 awarded a construction contract for an animal shelter addition to SHF International LLC for $3,568,972, the city’s lowest responsive bid.

City staff said five bids were received on March 4, ranging roughly from $3.5 million to $3.9 million. The low bidder, SHF International, was identified as the lowest responsive and responsible bidder after staff reviewed the submitted schedule-of-values and corrected a mathematical error in one bidder’s itemized totals.

Travis Anderson, who presented the bid results to the council, explained the math-check process and cautioned that the $3,568,972 figure covers construction; additional professional services — architectural construction management, special inspections and materials testing — are separate and not included in the bid total. “Those additional fees are not included in this 3,500,000, but the city is getting those bids right now from professional service contracts,” Anderson said.

Bids, selection and next steps Anderson said the award recommendation reflected responsiveness, licensure, verification of subcontractors and correction of arithmetic errors in schedule-of-values spreadsheets submitted by bidders. Council members asked about construction management and testing; staff said architects and geotechnical engineers will be contracted for those services.

Councilor Magalha moved to award the contract to SHF International; Councilman Wanless seconded. The motion carried.

Ending Staff members praised project team members who worked on the design and procurement; the project moves forward with SHF International as the general contractor and separate procurement of inspection and testing services underway.
