A council member answered, “That's correct,” indicating the upcoming action would be a zoning and master-plan amendment rather than final development approval.
The council agenda listed the item as zone change and master plan amendment case ZCM-25-1401 for APN 002-12-801-003 (approximately 15 acres) from Land Reserve (LR) to Commercial General (CR2) and authorized the City Manager to sign the Environmental Development Plan if approved.
