In a presentation to the Mesquite City Council, Mike (city staff member) said the three independent bids “came in in between $417,606 and $453,070.” He told the council the city’s internal estimate was “about $200,000,” and that the bids appear consistent with current market conditions.
Mike said one bidder met criteria under Nevada Revised Statutes (NRS) regarding preferential bidding (cited in the meeting as NRS 338.142). He explained that under the referenced NRS provision, a contractor that satisfies certain criteria may be treated as the apparent low bidder even if its bid is up to 5% higher than the lowest bid. “I would like to recommend award of this bid to Stark Contractors for $423,472 because they had the preferential bidding status,” Mike said, and asked that the council pull the item from the consent agenda and consider it as an administrative item so staff could “go through the numbers.”
