Council approves tower lease renewal, land purchase and multiple ordinances; seeks federal funds for new police facility

The Hartsville City Council on March 11 approved multiple ordinances and resolutions in a series of voice votes, moving forward on a cellular tower lease renewal, a land purchase, several zoning and historic-designation items and two resolutions addressing lake management and a federal appropriation request for a new police facility.
Council members recorded unanimous voice votes on the measures; no roll-call tallies naming individual votes were recorded in the public portion of the transcript.

The resolution says the proposed new police building is a $10 million project for which the city will seek $7.5 million in federal appropriations and would provide a $2.5 million local match.
Remarks during the meeting included a staff presentation that the 16-acre purchase is for property south of the wastewater treatment plant and that the police building would be sited at Sixth and Carolina to extend downtown; no public speakers addressed the ordinances during the open-public-hearing windows. The council opened and closed the public hearings where required and then took voice votes to approve each item.
The council moved into executive session following the open meeting for contract negotiations related to property transfer, per the meeting agenda.
