Stillwater Planning Commission approves Greenheart Place preliminary plat for 47-lot subdivision

The Stillwater Planning Commission on April 1, 2025, voted 4-0 to approve the preliminary plat for Greenheart Place (formerly Quail Meadows), a proposed subdivision at 1413 and 1599 East Lakeview Road that would create 47 residential lots and one outlot in the small-lot single-family residential (RSS) district with a planned-unit-development overlay.
The commission’s Development Services staff presented background and recommended approval. Josh Brown, Development Coordinator with Development Services, said, “This proposed preliminary plat meets the subdivision and zoning requirements, and the comp plan recommends high density residential uses at this location.” Brown noted the plat had been approved by the commission in June 2022, extended in June 2024, and revised at the commission’s Jan. 7, 2025 meeting, where several conditions were imposed, including adjustments to drainage and utility easements and removal of two lots because of concerns about a plugged oil well.
Applicant Aaron Ferguson of Bancroft Design described changes made since the January revision, saying, “The 1 lot still remains in the Southeast corner, but it is not affected by the oil well at all.” Ferguson explained that two lots previously adjoining Outlot A were relocated behind Hannington Lane and are now Lots 5 and 6 in Block 3; the detention/detention area was reshaped to accommodate the relocation; Outlot A was reclassified as a drainage easement only; and a new 10-foot private utility easement was added.
Commissioners asked technical questions about the number and placement of lots around the cul-de-sac and whether the capped oil well remained a concern. No members of the public spoke for or against the plat during the public hearing. After staff closed the public hearing and presented alternatives, an unnamed commissioner moved to accept the findings and approve the preliminary plat as presented; the motion was seconded and passed 4-0.
