The Joliet City Council on March 31 approved a package of consent items, several ordinances and multiple resolutions. Highlights include equipment purchases for public safety, a budget amendment and contract for a citywide tree inventory, an ordinance updating parking rules for trailers and recreational vehicles, and easement resolutions for water-main projects.
On the consent agenda, the council approved a set of professional services contracts and purchases that staff said were previously vetted by committee. Those items included:
- Council Memo 227-Dash-25: professional services agreement for sewer system monitoring to Xylem View Incorporated in the amount of $34,077. - Council Memo 228-Dash-25: professional services agreement for 2025 leak detection and meter testing to M.E. Simpson Company Inc. in the amount of $595,380. - Council Memo 229-Dash-25: approved purchase of G7C handheld gas monitors for the Joliet Fire Department from Conway Shield in the amount of $62,303. - Council Memo 230-Dash-25: approved purchase of EXO 8 area (hazmat) monitors for the Joliet Fire Department from Conway Shield in the amount of $8,543 (partial funding provided through the Mavis division). - Council Memo 231-Dash-25: approved purchase of nozzles for frontline fire engines from Air 1 Equipment Inc. in the amount of $84,667 (replacement of 72 nozzles). - Council Memo 232-Dash-25: amendment No. 1 to the professional services agreement for the 2025 sanitary sewer investigations and rehabilitation program to RJN Group Inc., $13,205.70. - Council Memo 233-Dash-25: payment of 2025 membership dues for the Lower DuPage River Watershed Coalition, $25,140.08.
All consent items were approved on a single vote.
Ordinances and resolutions adopted by the council included:
- Council Memo 237-Dash-25 (ordinance): Amendment to the 2025 budget to fund a citywide tree inventory and award contract to Great Lakes Urban Forestry Inc. in the amount of $307,395. Council discussion noted that $155,000 would come from grant funding and the remainder from the city; the bid came in higher than originally budgeted and funds were carried forward from a 2023 allocation that was not spent. The ordinance passed on recorded council vote (ayes recorded; motion carried).
- Council Memo 238-Dash-25 (ordinance): Amendment to Section 19-150 of the City of Joliet Code of Ordinances to add definitions and regulate parking of trailers, pull trailers, recreational vehicles and buses. The council adopted the ordinance (motion carried).
- Council Memo 240-Dash-25 (resolution): Acceptance of grant of permanent and temporary easements for 706 North Broadway Street (Broadway/Theodore/Ruby water main improvements project). Adopted (motion carried).
- Council Memo 241-Dash-25 (resolution): Acceptance of grant of permanent and temporary easements for 800 East Jackson Street (Virginia Phase 1 water main improvements project). Adopted (motion carried).
- Council Memo 242-Dash-25 and 243-Dash-25 (resolutions): Declaration of certain City of Joliet property as surplus (two separate resolutions). Both were adopted (motions carried).
Several items discussed in committee were referenced during the meeting but not acted on for separate final approval at this session; the council approved the committee recommendations where listed on the agenda.
The votes on ordinances and resolutions were recorded as "motion carried" with roll-call ayes in each instance; where roll calls were read aloud the council returned unanimous ayes on the listed ordinances and resolutions.
