County manager reports $9.7 million in capital-outlay awards, pending governor action

San Juan County’s manager reported three capital-outlay awards totaling $9,700,000 and urged cautious optimism because the governor has until April 11 to act on bills.
“Three projects were funded with capital outlay this year for a total of 9,700,000,” said Mister Stark, the county manager, who identified the Scribe Triage Center as the county’s top-ranked project. Stark said the triage center received $3.5 million from local legislators and a $3.5 million match from the governor’s office. He told the commission the clerk’s office expansion, renovation and election-security upgrades received $2.5 million, and EMS Station 6 received $200,000 for design work.
Stark added the county received favorable language in House Bill 2 directing New Mexico Department of Transportation attention — not dedicated funding — toward two projects the county prioritized: the Pinon Hills project and an overpass in Lehi/Lunas.
Commissioners and staff thanked legislators and staff for the work that brought the allocations forward; Stark said his office had received a grant agreement for the 4 Corners freight rail preliminary engineering/NEPA work much faster than in past cycles and expected to issue an RFP for consulting services shortly.
Stark cautioned the awards are subject to the governor’s line-item decisions but described this as an unusually strong year for county capital-outlay allocations.
