Board hears bond timeline and summer facilities update; deferred-maintenance fund cited

Atascadero Unified staff on April 1 updated the board on a timeline for bond-related financial activity and a slate of summer facilities projects that will proceed using state matching funds and the district's deferred-maintenance allocation.
Kendall (district finance) described a plan to pursue a ratings presentation with Dale Scott and company this week to support both refunding Measure I (approved in 2010 and fully expended) and the initial sale of Measure B series A (approved by voters in November). The district has not set the amount for the series-A sale; staff said it will return to the board in April and May with options.
Staff explained that certification of election results will trigger a 60-day timeline to establish a citizen's bond oversight committee; the district expects to bring initial certification to the board at its May 6 meeting and asked interested community members to contact trustees or the district office.
Brent Lloyd, director of support services, described summer projects that are not funded by the bond but will use the state matching fund (Fund 40) and the deferred-maintenance fund (Fund 14). Planned projects include Atascadero High School parking and site improvements (requests for proposal expected April 29; award expected May 20), Santa Margarita Elementary shade-structure and kindergarten/TK playground replacement (bids by April 11; pricing to board April 22; work to begin June 9), and a district-office HVAC and roofing replacement (bids by April 10; award April 22). Lloyd said some original HVAC units are not functioning and that the district has allocated $5 million to deferred maintenance to date and has spent roughly $200,000 of that allocation so far.
Trustees asked whether restroom and ADA access updates were included in the Santa Margarita project and whether fabric shade structures have a lifecycle; staff said restrooms adjacent to the playground require minor upgrades to meet current code and fabric shades typically last five to ten years. Board members and staff characterized the district's financial position as strong, noting the combination of state matching funds, deferred-maintenance dollars and voter-approved bond capacity as a favorable position for upcoming projects.
