The committee directed administration to develop a framework and a menu of options for the sale of alcoholic beverages and expanded advertising/sponsorship opportunities on the city beach and to return to the Finance and Economic Resiliency Committee with analysis before finalizing any concession negotiations.
Commissioners discussed potential revenue benefits for city priorities such as playgrounds and sanitation funds, regulatory limitations in state beachfront management agreements, and legal constraints for selling alcohol on the beach where open consumption is regulated. Staff and city attorney representatives said state beachfront agreements and liquor licensing rules impose restrictions and that further due diligence is required. The committee asked administration to prepare options that address eligibility (which concessionaires or locations would be permitted), operational and policing issues, revenue sharing, and impacts on existing concessionaires and private property owners.
The committee agreed staff should consult concessionaires (including the existing Boucher Brothers operator) and public safety agencies and return a menu of options and legal analysis to FERC before any negotiations or contract amendments proceed.
