Mount Vernon ARB approves two-family house on newly subdivided lot on South Sixth Avenue

The Mount Vernon Architectural Review Board approved a certificate of appropriateness to construct a two-family, two-story house with a basement on a newly subdivided lot on South Sixth Avenue.
Attorney Carl Scully, representing the applicant, told the board the subdivided lot has 48 feet of frontage and a depth of 105 feet and that the zoning board previously granted an area variance to permit the reduced frontage. The lot area, given its depth, meets the minimum lot area requirement at about 5,040 square feet, Scully said.
The design includes two garage parking spaces and three additional parking spaces in front of the property within the 20-foot setback, for a total of five on-site parking spaces. The applicant said the design is framed construction with brick at the base, stucco upper walls and an asphalt-shingle roof; the architect described window types and a rear elevation with sliding glass doors.
Board members questioned materials and finishes. The applicant and designer agreed to the boardnoted conditions: railings on the house will be painted white; the perimeter fence will be black; exterior front light sconces will be a black finish (applicant had initially proposed brass); the roof will be a black Timberline asphalt shingle; and the landscape plan will use native, non-invasive plants.
"Railings on the house. Railings on the house. To be white, fence around the house to be black, light sconce to be black, roof to be black, timberline asphalt shingle, and landscape plan to use native non invasive plants only," the board recapper stated when summarizing notations.
The board moved and seconded approval with those conditions; members responded "Aye," and the motion carried. The transcript does not record a roll-call tally.
