Board discusses school-child mitigation study and tighter pilot multipliers to protect Mount Vernon schools

Board members discussed commissioning a school-child mitigation study and performing look-back analyses to create tighter, more accurate multipliers for future tax pilot calculations, with the goal of ensuring pilot payments do not leave the Mount Vernon school district with funding shortfalls.

Staff and consultants described a model used in Port Chester that combines demographic enrollment data, a multiplier system for different housing types, and periodic recalibration every three to five years. Staff said the proposed study would compare existing pilots and projects, estimate the number of children likely to occupy new housing, and recommend multiplier values for affordable, market-rate and mixed-income projects.

Speakers stressed the local policy tradeoffs: some board members and staff noted that while regional and national enrollment trends show declines, transfers and concentrations of students with higher needs (including special education) can increase local per-pupil costs. The study would also allow the IDA and the school district to coordinate on projections, clawback mechanisms and program design. No formal vote was taken; staff said they would await a written proposal from the consultant (referred to as Tina) to scope the work and provide cost estimates.
