Committee clears reappointment, tax refunds, race commission amendment; holds violence-prevention item

Rochester City—s Budget, Finance and Governance Committee processed multiple administrative and fiscal items during its March 4 meeting.

The committee approved Introductory 54, a reappointment to the Civil Service Commission. Committee members asked why the reappointment was presented after the term ended in May 2024; staff explained that under public officers law the appointee may remain until replaced and that the timing reflected council scheduling.

The committee adopted Introductory 57 authorizing the cancellation or refund of erroneous taxes and charges; staff provided detailed backup that members said was helpful.

Council voted to amend and then adopt Introductory 18, an amendatory agreement responding to recommendations from the Racial and Structural Equity (RACE) Commission; members noted a work session scheduled for March 6 to review details and said most substantive questions would be addressed there. The committee carried the amendment and then adopted the item as amended.

Introductory 60, an ordinance authorizing agreements for violence-prevention services tied to Pathways to Peace, was held in committee. A committee member asked that the item be held because the version presented less than 24 hours earlier might be amended; members discussed concerns that awarding additional dollars to contractors before current contracts are expended could be imprudent. The item will return once amendments are finalized.

Each item was adopted by voice vote where recorded, except Introductory 60 which was held for amendment.
