Highway department seeks to appropriate scrap-metal revenue for multi-vehicle diagnostic tool

Larry Robbins, Vigo County engineer and highway director, asked councilors on April 1 to appropriate $13,110 from miscellaneous scrap-metal revenue into a capital-equipment line to buy a diagnostic scanner the department tested while troubleshooting a John Deere tractor.
Robbins said the scanner can diagnose issues on a wide range of equipment “from passenger vehicles all the way up to heavy equipment.” He told councilors the foremen had demoed the tool and used it to find a problem on a tractor, and that the department expected the purchase to help keep equipment running and reduce downtime.
Councilors asked about annual subscription or update fees; Robbins said if an annual fee exists it would be manageable within the department’s regular maintenance budget. He said Matco was one vendor for the dual-capability tool and that while other, smaller vendors exist, Matco appeared to be the primary maker for this class of dual-purpose diagnostic tools.
No appropriation vote was recorded at the meeting; Robbins said he would supply additional details about any recurring fees and vendor quotes as requested.
