County staff update commissioners on courthouse, detox and community center construction

County facilities and construction staff updated the commission on several major projects: the historic courthouse renovation, the detox facility (Phase 1), community-center upgrades, and other capital work across the county.
Richard Sanchez (county construction lead) said the historic courthouse project is progressing: demolition and structural reinforcement work is underway, the old roof has been stripped and a temporary roof installed to reduce water intrusion, and demolition of an east alley structure is complete. Sanchez said the project team will need exploratory work in the northeast courtroom corner to assess plaster and potential water damage before full repairs.
On the detox facility, staff said Phase 1 demolition and fire-suppression work are underway and that a utility water main from a nearby water source is nearly tied in; sprinklers and pipework are being installed with inspection expected soon. Staff warned that if the interior kitchen is not completed before occupancy it could substantially increase the kitchen cost; they recommended completing the kitchen as part of the Phase 1 build to avoid later higher costs.
Public-works staff reported ongoing work on community centers and other projects (Penasco Community Center, Ag Center improvements, Cuesta sidewalks and parking and other repairs). Construction staff warned that national commodity volatility for steel, rebar and roofing materials is re-emerging; contractors are likely to hold prices short-term and require quick contract awards to lock rates.
Commissioners asked for updated floor plans and public-facing renderings of the courthouse; staff said they will post updated floor plans and project visuals as demolition stabilizes. The county manager said staff are preparing to coordinate wildfire preparedness public meetings and other items tied to facilities planning.
