Council awards Windjammer shoreline stabilization contract, citing rapid riprap degradation

Tega Cay City Council voted Jan. 21 to award the Windjammer shoreline stabilization contract to Lake Wylie Dock Construction for an amount not to exceed $90,000 and authorized the city manager to issue a notice to proceed.
City staff explained the work is needed because the existing riprap at the tip of Windjammer Cove and Point has deteriorated and the cove and adjacent creek bed are accumulating sediment. Staff noted the work requires barge access to avoid damaging parkland and infrastructure; a second bidder was disqualified for proposing a dry-land approach that did not follow the request-for-proposal requirement for barge work.
“Bids were solicited for this project… the riprap has degraded, and we need to get that taken care of,” the mayor said prior to the award. Councilmembers agreed the project is time-sensitive to protect park investments and shoreline stability. Staff will proceed with contract execution and project oversight under Public Works/Parks & Recreation.
