Commission delays tabulator purchase decision pending grant clarity and state policy; to revisit in September

Elections staff (Debbie and Kathy) briefed the commission on quotes for ballot tabulators and a hardened election computer, and on a potential state grant that could offset part of the cost.

Staff said two tabulators, warranties and a hardened computer for secure election reporting together approached a total near $35,000. They noted prior grant guidance suggested the state could fund up to approximately $17,000, but details and maximums have shifted since the county first sought quotes. Elections staff explained how tabulators are loaded for each election (software/hardware loads per-election) and that tabulators are not connected to the internet on election night; results are exported from tabulators to a secured election computer and then posted to the state site.

Commissioners raised concerns about evolving state and federal policy discussions that could restrict or change how tabulators are used; they noted the risk of buying equipment that later becomes disallowed and also the risk of losing available grant money if the county waits too long. After discussion the commission concluded it would revisit the decision and the budget allocation in September so that the county could take into account any rule changes and also preserve grant timing. Staff will notify the grant contact and the vendor of the county’s decision to defer while the county monitors state/federal policy and will budget the item for next fiscal year if appropriate.
