Acting Public Works Director Josh Martz said the city received a DOT grant to fund reconstruction of Vine Avenue but that the grant does not cover sanitary sewer and water‑main design; those utility designs are 100% city‑funded. MSA’s work will survey manhole locations, pipe depths and other data needed to design the water and sewer elements. The city attorney reviewed and approved the agreement in the packet, Martz said; a follow‑up design‑phase engineering services agreement will be sought once survey work is complete.
A board member asked whether the $5,000 is a hard cap; staff said the estimate is not expected to be exceeded and hourly rates were provided to the board. The motion passed.
