Rasmussen said the 2025 proposal would treat roughly 101,597 square yards at a unit price of $1.12 per square yard for a total cost of $1,113,788.64 and that the work is funded from the 2024 budgeted $375,000 annual seal‑coating and crack‑filling allocation, which the city is using to phase a sustainable asphalt maintenance program.
Board members expressed concern about procurement and Policy 4.8 because the product and applicator are patented/sole‑source in the area. A postponement motion to seek legal input failed for lack of a second, then the board considered a motion to approve the contract with a waiver of Policy 4.8. Members later amended the motion to make authorization contingent upon review and approval by the city attorney; the amended motion carried by voice vote.
Presenters said Corrective Asphalt Management has been the contractor the city has worked with on previous Reclamite applications and staff recommended continuing with the same product to avoid adhesion or delamination issues when layering treatments.
