Sign committee discusses possible guidance on electronic street‑sign warrant article for town meeting

Committee members raised a proposed town warrant article that would permit certain electronic street signs and asked whether the HTC Sign Advisory Committee and the Historic District Commission (HDC) should provide more specific language to preserve the streetscape character.

Chair Chris Young said an article had been proposed that used the phrase “keeping the character of the streetscape and neighborhood in mind.” Commissioners expressed concern that that language was too vague and could allow oversized or inappropriate electronic signs. Mark Catone and others recommended the sign committee consider drafting more detailed guidance for town meeting or seek HDC approval before the warrant article moves forward. Staff said they would circulate the warrant‑article wording to committee members and to the HDC for review before town meeting.

Why it matters: the town warrant article could change what types of electronic signs (for example, variable speed or message boards) are allowed and under what dimensional, quantity and siting restrictions. Committee members said they wanted clear language so future installations would not undermine historic streetscape character.

No formal vote on the warrant article was taken by the committee at this meeting. The committee directed staff (Nikki Sheriff) to share the proposed warrant text with members and to coordinate review with the HDC so the sign committee can recommend more specific limits (for example, maximum height, illumination hours, and façade placement) if the committee chooses to do so prior to town meeting.
