Summary

The Grand Island City Council on March 25 handled multiple votes on routine and quasi-judicial items. Key outcomes:
• Consent agenda: The council approved the consent agenda covering items 6a through 6w, except items 6R and 6T which were pulled for separate action. Motion to approve the consent agenda was adopted.
• Liquor licenses: The council approved a Class D liquor license for Damien’s Convenience LLC, 2105 West Second Street (application filed Feb. 20, 2025; approval upon final inspection), and a Class C liquor license for Rodeo West Lounge, 811 West Fourth Street (application filed Feb. 27, 2025; approval upon final inspection). Both items were presented by the city clerk and adopted by motion.
• Right-of-way and easements: The council approved acquisition of several rights-of-way needed for the South Locust Street Improvements (project 2021-P-6) and approved acquisition of a permanent easement for Independence Avenue (project 2023-P-10) to regularize an existing sidewalk. Both public hearings were opened with no public comment and motions to approve were adopted.
• Other approvals: The council adopted resolution 2025-115 updating parking regulations (see separate coverage) and heard a city attorney briefing on a Nebraska Supreme Court opinion related to Woodsonia and AMC; the attorney brief was informational and no city action was required.
• Postponement: Council postponed final action on the conditional-use permit for Brothers Sand and Gravel to the April 8 meeting to allow staff to draft recommended conditions addressing potential effects on irrigation wells and groundwater.
Several motions were moved and seconded from the dais; where a roll-call tally was not read aloud in the meeting record the minutes state only that the motion was adopted.
