Council adopts no-parking zone on Museum Drive to limit truck queuing near JBS and a substation

The Grand Island City Council on March 25 adopted a resolution creating a no-parking zone on Museum Drive after receiving a staff request tied to truck parking that impinged on a utility substation and a nearby solar farm.
Public Works Director Keith Kurtz told the council the utility department had reported trucks queuing on Museum Drive near the substation and the JBS entrance. Kurtz said staff discussed enforcement with the Police Department and that all parties agreed the change could be enforced and would improve access to critical infrastructure.
Council Member Halsey asked whether sufficient parking existed on JBS property; staff said that was primarily a JBS operational issue but discussed the longer-term possibility of vacating Swift Road to provide additional space, with the caveat that road vacations have tradeoffs for the city. Council members said they hoped the company would find alternate parking and urged enforcement to reduce congestion around shift changes.
Council Member Lanfear moved to approve resolution 2025-115 (updated parking regulations); Council Member Sheard seconded. The motion was adopted.
