Council adopts ordinance to recodify business improvement districts and set default rules

The Grand Island City Council on March 11 suspended statutory rules and adopted Ordinance No. 10,012 to recodify Business Improvement District (BID) language into the city code and to establish a default structure for any future BIDs.
City Attorney Carrie Fisk told the council the ordinance performs two tasks: it restores active and expired BID language that was removed from the permanent city code because of a change in the code provider, and it creates a default structure—preferred structures and accounting methods—to apply if a new BID is created later. Fisk said there is no active BID application at present but the default language would provide uniformity should one be proposed.
Council Member Stelk moved to suspend statutory rules for the ordinance; Council Member Connolly seconded and the council approved suspension to allow immediate consideration. On the merits, Council Member Hossy moved to approve Ordinance No. 10,012; Council Member Pollock seconded. The council voted to adopt the ordinance.
According to staff, the ordinance recodifies existing BID provisions and does not, by itself, create or alter any active BID assessments or budgets. Any future BID creation would follow the ordinance’s procedures and any required public hearings and council approvals.
