Josh (commissioning director) told the subcommittee that the commission’s terms must be staggered so one seat comes up for reappointment each year. "Commissioner Otero is due to expire this coming June and would need to be reappointed for a three‑year term," Josh said, describing the intended schedule: Otero to 06/30/2028, Rodriguez to 06/30/2026 and Donnellan to 06/30/2027.
