Subcommittee recommends reappointments to Springfield Water and Sewer Commission

The Springfield City General Government Subcommittee voted to recommend reappointment of three incumbent members of the Springfield Water and Sewer Commission and set staggered term end dates meant to comply with state law.

The recommendations, made at a virtual subcommittee meeting described on the record as April 31, would send the names of Commissioner Vanessa Otero, Commissioner Dan(iel) Rodriguez and Commissioner Matthew Donnellan to the full City Council for confirmation on April 7. Staff and commissioners described the appointments as administrative corrections: the commissioners have continued to serve when their listed terms lapsed, and the reappointments will place expirations in staggered years.

Josh (commissioning director) told the subcommittee that the commission’s terms must be staggered so one seat comes up for reappointment each year. "Commissioner Otero is due to expire this coming June and would need to be reappointed for a three‑year term," Josh said, describing the intended schedule: Otero to 06/30/2028, Rodriguez to 06/30/2026 and Donnellan to 06/30/2027.

City Clerk Gladys confirmed that, under city practice and law cited at the meeting, commissioners may continue to exercise authority after a listed expiration until they are replaced. "With most boards and commissions, the members will continue to serve unless they're otherwise taken off and someone else is appointed," Gladys said. She told the subcommittee she is compiling a list of all boards and commissions and their expiration dates.

Commissioners and councilors used the meeting to review commission priorities and service details. Commissioner Vanessa Otero, introduced as an incumbent commissioner seeking reappointment, highlighted workforce and capital projects, saying the commission had focused on workforce development and had "some wonderful projects with the Springfield Public Schools" including a pipeline internship program. She added, "Fiscally, we've never been more sound," while acknowledging continuing capital needs.

Commissioner Matthew Donnellan described his background as a Springfield retiree and former Water & Sewer human resources director; he said HR changes and recent contracts had improved staff stability. Commissioner Dan Rodriguez noted the commission is an "independent public instrumentality" under state law and said maintaining the staggered reappointment schedule was the key compliance point.

Councilors pressed commissioners on customer issues and finances. Commissioners and staff said the commission’s operating and capital budgets are reviewed regularly, that the commission posts monthly budget and forecast information, and that staff monitor customer usage and operate an abatement process for verified leaks (staff authority to approve abatements was described as limited, with larger requests forwarded to commissioners). The staff estimated near‑term rate projections at roughly 6.5%–8.5% annually based on recent modeling, but said final rate proposals will come through the commission’s budget process.

The subcommittee took formal motions to recommend each reappointment to the full City Council, pending review by the city solicitor. The committee recorded motions to recommend the following: Vanessa Otero for a term through 06/30/2028; Matthew Donnellan for a term through 06/30/2027; and Daniel Rodriguez for a term through 06/30/2026. Each motion was seconded and the subcommittee voted to forward the three reappointments to the City Council for confirmation at the next council meeting, scheduled on the record for April 7 at 7:00 p.m.

The meeting also included a brief discussion of project labor agreements (PLAs). Commissioners expressed differing views: Commissioner Dan Rodriguez said he had been an early and consistent supporter of PLAs as a way to increase local employment; Commissioner Vanessa Otero said PLAs can be appropriate but she voted against the PLA for a recent large project because of timing and cost‑analysis concerns; Commissioner Matthew Donnellan said his background and family ties to unions informed his pro‑labor vote on that matter. Josh said the commission can provide information on legal expenses linked to litigation over that vote.

The subcommittee’s recommendations now move to the full Springfield City Council for confirmation. If the council confirms the nominations, the stated staggered expirations will take effect as the commission and clerk finalize dates in coordination with the city solicitor.
