Council approves first readings for Aviation Hall of Fame rezoning and land-use change

At a public hearing before the council vote, applicant Deborah Ball said she had a concept drawing for the proposed museum and that nothing was final but they wanted to show the community the vision. “We just wanted to show that we want to build a really nice museum for the city and there’ll be lots of changes, I’m sure, to when we get to site planning,” Ball said.
Planning staff had forwarded the items to the council with recommendations from the Planning Commission: the future land-use amendment (order 257171) and the rezoning request (order 257172) had both been recommended for approval by the Planning Commission by 7–0 at its Feb. 25 meeting. On first reading the council approved both items; the motions passed without extended debate.
Why it matters: The land-use change from FLH-2 (residential low density per acre) to RPI (public institutional/residential) and the requested rezoning will allow an institutional use — the Aviation Hall of Fame Museum — in Ward 4, and move the project into later site-planning and permitting steps where design, traffic, and other operational details will be reviewed.
What’s next: Because the council approved the measures on first reading, follow-up steps include site plan review, any required permitting, and subsequent readings of the rezoning ordinance before final adoption. Ball indicated further design changes are expected during site planning.
