Moorhead staff outline spring construction work: pools, courts, playgrounds and grandstand

City parks staff updated the Moorhead Park Advisory Board on a series of projects scheduled to begin this spring and summer, including court resurfacing for pickleball, backstop repairs at the Centennial Complex, perimeter fencing for an inclusive playground, ADA upgrades to multiple playgrounds, wading pool repairs, a disc-golf revamp at Woodlawn Park, Romke Pool reconstruction and construction of a new grandstand at Mattson Field.
"The first one I outlined was the pickleball conversion of the tennis court at Village Green Park," Paul (Parks staff) said, noting the project is being completed with an Age Friendly Minnesota Community Grant. Paul told the board a contractor is lined up to finish surfacing, paint and net installation in spring.
Staff said Centennial Complex backstop repairs will use American Rescue Plan Act (ARPA) funding and that a fencing contractor is scheduled to make the necessary repairs. The inclusive playground perimeter fence was funded in part by a $7,500 donation from the FM Foundation; the remainder will be paid from the park amenities budget. Paul said the fence is intended to reduce elopement risk for children with a tendency to run.
On accessibility work, staff identified six playgrounds requiring concrete paths or additional ground-level play components to improve ADA compliance and said concrete work and vendor coordination are underway. For four wading pools (Hansman, Ridgewood, Riverview and Village Green), staff described a plan to inject polyurethane into cracks and apply a DiamondBrite-style plaster surface after this pool season; work is to be funded from operating savings generated while Romke Pool is closed for reconstruction.
Paul updated the board on Romke Pool reconstruction, saying the project is fully funded and on budget; construction is to resume in spring with the goal of opening the new pool for the 2026 season. The Mattson Field grandstand project is scheduled to begin July 1 and includes a raised concrete grandstand section, new press box and seating; staff described that phase 1 will begin this summer while phase 2 (restrooms, concession stand and additional amenities) remains subject to fundraising.
Staff also said the city is partnering with a local disc-golf group to redesign Woodlawn Park's course layout and that funding is identified for tee relocations and new baskets where needed. Paul said the city will hold a groundbreaking event for the grandstand, likely in June.
Board members asked whether certain large-cost items had been placed in the correct priority or wish list for future years; staff reiterated that the five-year list is reviewed annually and that fundraising continues for Mattson Field amenities.
Projects already funded and scheduled to proceed this spring include: pickleball court surfacing at Village Green Park (grant-funded); Centennial Complex backstop fence repairs (ARPA-funded); inclusive-playground perimeter fence (partial private donation plus park amenities funds); ADA concrete paths at select playgrounds; wading pool structural repairs and resurfacing; Romke Pool reconstruction resuming; and Mattson Field grandstand construction starting July 1.
