"What I'm looking for tonight is a vote to basically approve how we have it laid out right now as far as our recommendation for the 2026 capital improvement plan and how the projects are prioritized, currently," Paul (Parks staff) told the board before the motion.
The plan lists a splash pad as the board’s top priority for 2026, with an estimated project cost of $700,000. The board also included phased improvements for Mattson Field and a proposed artificial turf installation; staff said a full-field artificial turf estimate is $1,500,000 but an infield-only option is estimated at about $500,000. Board members debated where the $1.5 million turf estimate should sit in the priority order and noted ongoing fundraising for Mattson Field amenities.
Aaron (Park Advisory Board member) moved to approve the 2026 Capital Improvement Plan and Prioritization List; Robert Ross, Park Advisory Board member (Ward 2), seconded. The board approved the motion by voice vote; members responded "aye" and the chair declared the motion carried. The meeting record does not show a roll-call tally by name.
Board members and staff emphasized that the five-year plan is a planning tool that the board revisits annually in its January–February workshop to reprioritize projects. Paul said smaller scoped items such as playground sign replacements and soccer goals were moved into the park amenities line so they can be funded as needs arise.
The board’s recommended list and budget requests will now be reviewed by the city manager and finance director and, if advanced, will be part of the mayor and city council’s 2026 budget deliberations.
