Planning staff described the site as just under 11 acres within the city’s extraterritorial jurisdiction (ETJ) and said the applicant proposes a 330‑unit multifamily apartment complex. An administrative site review was said to be underway; staff showed aerials and maps indicating existing water connections along Lewisburg Road and sewer connections through the property. Staff also told council the site is outside the city's known standard fire response time for full response and arrival of a second company.
“...the petition that you have in front of you is for a contiguous petition annexation within the ETJ. It is currently a residential mixed use 7 story condition, use, conditional use. It is just under 11 acres. The proposed applicant is looking to build a 330 multifamily apartment unit, and the administrative sites review is currently under review,” Planning Manager Matt Bailey said during his presentation.
After opening and closing the public hearing with no speakers signed up, a councilmember moved to authorize the annexation effective immediately. The motion carried by voice vote.
