“The state matching grant provision, it is required that they qualify for the state's job development investment grant,” Kyle Touchstone of Raleigh Economic Development said during the hearing. “In order to meet the provisions of the local incentive, they have to meet the minimum hiring requirement, which is the 180 full time jobs. And then we pay that out over 5 years, but they have to meet the requirements of the JDIG in order to then fulfill our requirements to receive that payment.”
After the public hearing was opened and closed with no speakers signed up, a motion to approve the staff recommendation — to determine the incentive will increase taxable property, employment and business prospects and to authorize execution of a final incentive agreement — passed by voice vote. Council framed the approval as contingent on Reliant meeting the state JDIG conditions; staff said if the company fails to meet the JDIG requirements it would not receive the local payments.
