NSH to present expansion at 47 Broadway; Menands schedules special-use permit hearing March 17

Representatives for NSH presented preliminary plans for an addition to their facility at 47 Broadway and the Menands Village Board scheduled a public hearing for a special-use permit on March 17 at 6:00 p.m.
The applicant described an addition of roughly 18,000 square feet connected to the existing manufacturing building by a small connector and said the expanded space will be used for the same manufacturing activities already on site. The applicant also said municipal water services along Broadway will serve the new building and that the project has received a New York State grant to assist development costs.
Skip Francis of Creighton Manning, the village’s engineering representative, told the board that the village zoning code (chapter 169-20) requires a special-use permit for light-industry and manufacturing facilities in the Broadway Business District and that the application materials are under review. “According to your village code, 16920, the zoning law requires anything in light industry and manufacturing facilities, requires a special use permit within the Broadway Business District,” Francis said.
Francis recommended the applicant file a standard special-use permit application before the village issues building permits; village staff and the applicant agreed the process would include a public hearing and a later board decision on the permit. The board passed a motion (recorded as resolution 250168 in the meeting) to notice and hold the special-use permit hearing at the March 17 meeting.
The hearing will provide an opportunity for public comment; the applicant and engineers will return to present detailed plans at the hearing and during subsequent reviews.
