Committee considers FY24 Emergency Management Performance Grant application; official says no new local cost

Patrick (Office of Emergency Management) told the Public Safety Committee on March 10 that the city seeks to submit an application to the Delaware Emergency Management Agency for the FY24 Emergency Management Performance Grant (EMPG).
He said the EMPG is intended to support administration and operations of the Office of Emergency Management, covering salaries and benefits. Patrick stated the grant requires a 50% local match but that the match will be covered by existing budget lines (salary/benefits and professional services), meaning “there is no real fiscal impact” from the grant, as presented to the committee.
Committee members asked about the grant’s uses and whether it funds special projects; Patrick said that for the current application year there are no special projects and that the funding is for core administration and operations.
Committee chair Councilwoman Yolanda McCoy said the resolution does not require a committee vote and will be scheduled for the full City Council meeting on April 3.
Next steps: the administration will submit the EMPG application to the Delaware Emergency Management Agency and the resolution will be placed on the April 3 council agenda.
