Redevelopment commission presents 2024 snapshot, says Main Street bid expected in August

Chelsea Manns, a representative of the Mooresville Redevelopment Commission, presented the commission’s April 15 statutory report to the Town Council at its April 1 meeting, saying the document is a snapshot of 2024 activity and has not yet been approved by the commission.
Manns said the report is a required statutory submittal and that she had emailed prior versions to council members. "All it is is 2024 snapshot of what the redevelopment commission did," she said, adding the report will be uploaded into Gateway and will come before the commission for approval on Thursday.
The presentation focused on the Main Street project, which the commission intends to bid in August, Manns said. She said the commission plans to contract with Indiana American Water to install new water mains along the project corridor so that roadway and water-main work can be completed in the same construction season. "So that, essentially, will streamline the construction process so that it's not two years of construction for the citizens, the residents, and the businesses along Main Street," Manns said.
Manns told the council the earlier 2025 plans required revision after events in 2024 but reiterated the commission’s intent to move forward with a single-year construction approach once bidding and coordination with the water utility are complete. She said the report had been prepared with assistance from the clerk’s office and invited questions; council members asked only procedural questions about whether the council needed to vote to accept the report, which Manns and a council member said is a receipt/acknowledgment rather than an action.
No formal council action was taken at the meeting; Manns said the commission will consider the report at its Thursday meeting and the council will receive the final document once approved by the commission.
The redevelopment presentation is scheduled to return to the council following commission approval and the town will post the report to the town’s Gateway filing as required.
