Council approves $17,400 feasibility study to assess police and City Hall facility needs

The city manager told the council the study responds in part to an upcoming CALEA accreditation review and prior assessments that identified facility needs. "They're scheduled to be on-site in March," the city manager said regarding the CALEA review.
Council members asked procedural and scheduling questions: one member asked that a task-order schedule date be corrected from Feb. 28, 2024 to Feb. 28, 2025; another sought clarification on who would select architectural and engineering consultants. The city manager said Navigate would help manage consultant procurement but final contract awards would be by city approval.
The city manager also said the $17,400 study is expected to be the total cost of this feasibility scope and that council had budgeted $55,000 for facilities work; the lower contract amount represents a cost savings relative to that budgeted figure.
The resolution passed by roll-call vote with all present members voting yes. The council and staff noted the study is intended to be proactive ahead of the CALEA on-site visit and to identify deficiencies and potential next steps; no further details about construction or timelines were approved at the meeting.
