Maplewood manager previews overhaul of personnel code, flags added costs and HR rollout timing

City Manager reported the city is revising Chapter 38 of the municipal code to align personnel rules with a tentatively negotiated collective bargaining agreement with the firefighters and to modernize out‑of‑date language.
The work begins with Article 9, the section on hours, leaves of absence and related benefits; the manager said no portion of that article is being left untouched. Staff aim to present the revised code language to the City Council in May so the changes can be adopted before the planned launch of a new human-resources and payroll system at the end of June or the start of July.
The manager said the proposed changes will have financial implications. The city plans to raise the cap on compensatory time and is examining extending a limited amount of paid parental leave. The manager added that some cost offsets may be possible by tightening operational practices in existing ordinances, but overall the changes are expected to increase personnel costs.
The council did not take formal action on the code revisions at the Feb. 25 meeting; the item remains under staff review and will return to the council for formal consideration later this spring.
