Brentwood directs staff to issue RFQ seeking private partner to redevelop civic center site

The Board of Aldermen voted to direct city staff to issue a request for qualifications (RFQ) seeking an innovative development partner to redevelop the civic center footprint along Brentwood Boulevard, which currently includes city hall, a U.S. Postal Service branch and four adjacent lots.
Alderman Plovka moved to direct staff to put out the RFQ; the motion was seconded and members opened discussion. Plovka said the RFQ is intended to “spark some ideas” and clarified that the city is not committing funds or obligating itself to a project: “If the RFP goes out and no there are no takers by March 31, then it simply goes away,” Plovka said. He emphasized the city’s constrained debt service and limited ability to self-finance a major redevelopment.
Comments from other aldermen urged clarity in public messaging and flexibility for developers. Alderman Gould suggested the city not require relocation of the entire police department and said a mix of retail and civic uses near the new public works site might be more attractive to developers. Alderman Lochmuller and others noted that similar projects exist elsewhere — Kirkwood was cited as an approximate example — but that Brentwood’s parcel is smaller and might not attract bids.
The Board approved the motion to move forward with an RFQ (the meeting record used the term “RFQ” after one alderman corrected an initial remark), and the motion carried by voice vote; the clerk recorded a unanimous outcome.
