The Board of Aldermen gave second reading and adopted an ordinance Feb. 3 granting a 20-year franchise to operate a natural-gas distribution system in Brentwood to Spire Missouri Inc.
The city attorney cited Missouri statutory authority for municipal franchise agreements (section 71.53) and said the franchise renewal continues a long-standing relationship that has previously been codified by ordinance. Staff noted anticipated gross receipts/property-based revenues that the city receives from Spire: materials in the BoardDocs packet cited collections through November and a fiscal-year projection in the $142,000–$175,000 range.
A motion to perfect and adopt the ordinance passed on a roll call vote of 7–0; the bill will be codified as Ordinance No. 5170. No aldermanic dissent was recorded at the adoption vote.
What this means: the franchise ordinance continues Spire's authority to operate within city rights-of-way under negotiated terms and secures the city's ongoing utility-related revenues under the agreement terms. Any substantive changes to rates or system operations would remain governed by state law and regulators, not by this municipal franchise alone.
