Council approves 25-year ground lease for proposed executive hangar at Riverton Regional Airport

The Riverton City Council approved a ground-lease agreement for Lots 10 and 11 at the Riverton Regional Airport on April 15, 2025, clearing the way for a 120-foot by 120-foot (14,400 square feet) executive hangar proposed by 10 High Aviation LLC.
Public Works staff explained the lease structure: an initial 10-year term with the option of three five-year renewals, yielding up to a 25-year occupancy. The lease sets ground rent at $0.18 per square foot — slightly above the Wyoming statewide average of roughly $0.17 per square foot — and is projected to generate $2,592 annually for the airport.
Public Works staff said the lot was formerly associated with the Bureau of Land Management operations and is the last lot of that layout with restricted apron access; airport master-plan work will replat airport lots to improve layout and operations over time. The lease includes a first-right-of-refusal provision on the improvements for the city’s benefit if a lessee later disposes of the hangar.
Council moved and approved the ground-lease agreement on a motion with Councilman Eric Carr and Councilwoman Karen Johnson among those supporting the approval; council also asked staff to correct a typographic error in the lease language ("files" vs. "flies"). Staff will finalize the corrected lease for execution and the proponent will proceed with permitting and site work under airport regulations.
