Committee reviews BMP maintenance needs; staff to issue RFP after specialist reporting used last year

Parks staff told the committee the Metropolitan St. Louis Sewer District (MSD) and federal guidance increasingly require maintenance and annual reporting of best‑management practices (BMPs) at city sites. Brentwood Park contains six BMP facilities that require periodic monitoring and annual reporting, and staff said some required tasks — such as soil testing and specialized planting assessments — exceed current staff technical capacity.
Staff described last year’s arrangement with a vendor, Stormwater STL, that completed reporting work for the city and recommended issuing an RFP for ongoing specialized BMP maintenance and native‑prairie stewardship. The RFP will seek an on‑call contractor for monitoring, reporting and restorative maintenance, and staff said they will return to the committee with a recommendation once proposals are evaluated.
Committee members asked for an example report and for the staff to document the specific skills and testing the contractor must provide so committee members can see why work is outside staff capability. Parks staff agreed to provide sample report content at the next meeting.
Why it matters: BMP compliance and proper maintenance affect the city’s regulatory compliance with MSD/EPA stormwater rules and protect the condition of natural areas maintained by the city.
