Council approves two cooperative tax-collection resolutions with Cooper County

Boonville — The Boonville City Council on Feb. 18 approved resolutions authorizing cooperative agreements with Cooper County officials to collect the city’s ad valorem taxes on property within city limits.
The council approved two separate, but related, resolutions: one approving an agreement with the Cooper County Collector and one approving an agreement with the Cooper County Clerk. Each resolution authorizes the mayor and the city clerk to execute the respective agreement (marked Exhibit A and attached to the resolution) and directs delivery of fully executed counterparts to Cooper County for their approval.
Both resolutions cite authority in the Revised Statutes of Missouri for cooperative tax-collection arrangements; the resolution text as read at the meeting referenced multiple statutory sections as the legal basis for the agreements. The council noted that a previous agreement expires Aug. 31, 2025, and approved the new, year-by-year arrangement as presented.
During discussion, staff said they had met with county officials and requested a longer-term, flat-rate compensation arrangement but that the county declined to resolve that in this round. Staff said the plan is to meet again in three to four months to continue negotiating toward a longer-term agreement; until then the council approved the one-year approach and confirmed the rate is the same as last year. Staff also noted the county will provide delinquent tax lists to the city on March 15 instead of April 15 under the new agreement.
Council members moved, seconded and approved each resolution by roll call. Recorded votes were affirmative across the roll calls: Atkinson — yes; Young — yes; Meadows — yes; (Cowherd/Cameron) — yes; Harvill — yes; Albert — yes; Davis — yes.
The resolutions instruct the mayor and city clerk to execute the agreements and place them on file; the agreements will be delivered to Cooper County for its acceptance as soon as practical. Council members said they expect to return with a longer-term contract proposal after additional negotiations with county staff.
