North Canton says owner of 101 East Maple paid first installment of corrective-action plan; Arrowhead well drilling phase 1 complete

City administration told the North Canton City Council on March 31 that the owner of 101 East Maple (the former Uber West Factory) submitted the first required payment under a corrective-action plan and registered the property on the city's vacant-property registry.
Catherine (city administration) said the first installment was received on March 31. The total vacant-property registration amount cited in council materials is $76,393.50; Catherine said the second installment is due by June 1 in connection with an executed extension of the TIF (tax-increment financing) agreement. The corrective-action plan lists required work including installing a fence along Whitworth Street, cleaning trash and debris, boarding and sealing windows and access points, repairing loose bricks and siding on Building 6, repairing damaged siding on the south wall facing East Maple, and posting no-trespassing signs.
The administration characterized the payment and registry filing as the activation of the corrective-action plan and said city inspectors have observed initial work. The plan had an April 3 deadline for certain actions; officials said the owner submitted materials on March 31.
Separately, staff reported that phase 1 of well drilling at Arrowhead is complete. Catherine said crews "went down, it was 5 12 feet" and encountered shale; the contractor is mobilizing for phase 2, which staff described as running the raw-water line so the site can begin demobilization of drilling equipment.
Administration also announced the city launched a Civic Leadership Academy: the first class will run May to October with six participants selected.
