The Laconia City Council on March 24 authorized execution of a grant agreement between the Laconia Municipal Airport and the New Hampshire Department of Transportation (NHDOT) Bureau of Aeronautics and approved an assignment and assumption of an airport lease.
The NHDOT Bureau of Aeronautics offered grant SPG09152020 (amendment No. 1) to support obstruction removal on airport and airport-controlled properties (approximately 14.6 acres), an obstruction analysis, and an update to the stormwater pollution prevention plan. The airport manager indicated the Federal Aviation Administration would cover about 90.3% of eligible costs, the NHDOT about 4.8%, and the airport authority (as airport sponsor) would be responsible for approximately 4.8% of the total agreement cost. At the Laconia Airport Authority meeting on March 20 the authority authorized Chair Andrew Hosmer to sign; the city council authorized Mayor Andrew Hosmer or City Manager Kirk Biotti to sign the grant agreement on behalf of the city. Council vote: 6-0 in favor.
The council also approved an assignment and assumption of an existing lease for the property at 2 Airport Road to Chris Norwood (purchaser), a transaction that the airport authority approved on March 20. The council authorized the mayor or city manager to sign the lease and accompanying documents; the action carried 6-0 and the city stated there is no cost to the city and that lease revenue is payable to the Laconia Airport Authority for airport operations.
Nut graf: Both items were presented as standard airport-authority matters the city must authorize because the airport property is within the municipal boundary; staff emphasized there was no direct budgetary impact on the city’s general fund.
Ending: The council approved both authorizations unanimously and returned to the regular agenda.
