Council adopts 2024 International Building Codes and 2023 National Electric Code

Following a public hearing, the Pinetop-Lakeside Town Council on March 18 voted unanimously to adopt Ordinance No. 25-481, updating town code chapter 15.04.020 to reference the 2024 International Building Code (IBC) series and the 2023 National Electric Code.
Jeremiah (town staff) summarized the rationale: the International Code Council publishes new model codes on a three-year cycle, and the town's previous adoption was from 2018. "Adopting the 2024 ICC building codes ensures that construction practice remain aligned with the latest advancements in safety and sustainability," Jeremiah said.
Staff highlighted a few practical changes included in the update: decks will require flashing where they attach to a structure to prevent water intrusion; finished-plumbing gas-tight tests are no longer mandatory (water or air tests are options); kitchen island receptacle requirements were revised so islands no longer must contain a receptacle but must have conduit run for a future receptacle. Council members asked specifically about residential sprinkler requirements; Jeremiah noted the sprinkler provision remains in the code but state statute prevents municipalities from enforcing that section for single-family residences.
Councilor Heisler moved approval of Ordinance 25-481; the motion carried unanimously by voice vote. No members of the public addressed the hearing on the ordinance.
The ordinance will be incorporated into town code and staff indicated the changes will help maintain regional alignment and reflect current construction safety standards.
