Authority presses contractor over unfinished bridge work; April 30 deadline stands

The Northampton County General Purpose Authority devoted much of its April 1 meeting to unfinished work on several bridge projects carried out under a public-private arrangement and the authority's settlement agreement with contractor Krieger.
Project engineer Greg (surname not provided) told the board Krieger "completed nine of the punch list items the week of March 17" and that five items remained on Bridge 124, including final line painting (temporary paint must be repainted when conditions are proper), removal of construction equipment and debris, utility pole removal and the submission of material/certification documents. Greg said Verizon planned pole relocations on April 18 and that temporary paint would be repainted on April 16 when temperatures meet standards.
Board members also discussed Bridge 101, where Norfolk Southern has scheduled a paving operation with flagging on April 14; after paving the contractor must install guide rail, riprap and line painting. The authority's March 7 letter established an extension for Bridge 101 completion to "04/30/2025 and no later," a board member read into the record during the meeting.
Members raised outstanding items on Bridge 41, where topsoil, seeding and minor concrete repairs remain; the project engineer said those items related to a homeowner's property remain under coordination between Krieger and the property owner. Bridge 54 issues remain in coordination with MedEd to remove sky wire so riprap work may proceed.
Legal counsel told the board the contractor's failure to complete the agreed items places Krieger in violation of the settlement agreement. Board members discussed withholding the April payment that is due April 30 but made no formal motion to do so; counsel advised the board that the original contract and the settlement agreement differ on whether a full payment hold is permitted and that the issue may require a decision if work remains incomplete after the authority's next meeting.
The board declined to hold a special meeting and instead decided to revisit the status of the bridge work and any payment decisions at its regular May 6 meeting. There was no executive session called on April 1.
