Board OKs temporary lighting at Tuma Sports Complex; permanent lights not approved

The Linn County Board of Adjustment approved a minor modification to permit temporary field lighting at the Tuma Sports Complex, 3239 C Avenue, for limited months and hours under conditions set by planning staff.
Senior planner Mike Tertinger told the board the proposal is a minor modification to a conditional-use permit for an existing outdoor recreation use on property zoned agricultural. "This proposal has been before you a few times now," Tertinger said. He said the applicant requested temporary lighting between April and June and again between August and October; proposed hours were limited and the application will be subject to conditions including maintenance of existing vegetative screening and compliance with parking requirements.
Tuma’s owner/applicant was identified in the staff report as the City of Cedar Rapids Parks and Recreation. A representative who identified themselves as Shipman and gave an address on Amy Drive told the board the city’s landscape architect "is planning on requesting permanent lighting," but said the city currently lacks the funds for permanent installation.
Staff noted the site’s original major site plan from 1995 prohibited permanent field lighting (except security lighting), which is why the applicant returns to the board for temporary or permanent lighting proposals. The planning and development office recommended approval subject to the conditions in the staff report; no written or verbal public comments were received before the hearing.
The board voted to approve the conditional-use minor modification (PC 25-0004) on a roll call with Alden, Hoover and Martin voting yes.
If the applicant later seeks permanent lighting, that proposal must return to the county review process and comply with the conditions and any additional requirements in place at that time.
