Reading — At the March 25 Planning Commission meeting planning staff presented the annual Chapter 94 wastewater planning tables used in the City of Reading Wastewater Management Plan and asked commissioners for any corrections before the staff-level submission to utilities and DEP stakeholders.
Why it matters: Chapter 94 reporting aggregates projected sewer connections and flows from planned development and is the primary tool the city uses to evaluate collection, conveyance and treatment capacity over a 10-year horizon. The results inform capital improvements, such as pump-station upgrades, and prioritize system investments.
Staff described two tables: Table A (projects approved or likely to connect in the near term, 2024–25) and Table B (projects anticipated to connect between 2025 and 2035). Jerome (planning staff) said the data are drawn from endorsed planning modules and project submittals; Deb Hogue (utilities) will incorporate the city and 10 contributing municipalities' flow data into the formal Chapter 94 report. Staff noted one correction: the Goggle Works 2 phases 1–6 allocation will be identified as 8,400 gallons per day in the Chapter 94 tables (this replaced an earlier figure mentioned at the meeting).
Commissioners asked about several large projects and whether they remained active in the forecast, including redevelopment proposals at Railroad Street (Reading Station area) and a Sixth & Chestnut factory conversion; staff confirmed the Railroad Street residential component had been removed from the table because no active submittal had been received this year, while the Sixth & Chestnut project (HDC Atlantic) remained on Table B. Staff asked commissioners to forward any missing or updated project information before the staff meeting later that week so Deb Hogue could finalize the packet for the city's Chapter 94 submission.
Staff emphasized the Chapter 94 exercise is an informational tool and does not require Planning Commission approval; it is intended to capture expected growth so the city and DEP can anticipate sewer-collection or treatment capacity needs. Jerome said staff will make the noted correction (Goggle Works allocation) and bring any substantial changes to the commission if further review is needed.
