Clark County public health details racial equity work and community health improvement planning

Clark County Public Health staff told the Board of Health and Public Health Advisory Council that racial equity is central to their community health planning and internal improvement work.
Milnick said the Board of Health declared racism a public health crisis in fall 2020 and that the department has a core team and a consultant conducting a deep-dive review of internal policies, workforce data and community perspectives. "We have a core team that's working on it with the consultants where we're doing, we're taking a look at all our data, including our workforce data, our community data, our policies, procedures, all of our internal documents," Milnick said.
A department staff member described frameworks for applying an "equity filter" to policymaking and recommended that council members adopt health-in-all-policies approaches and center equity in decision criteria. The department reported a community steering committee for the Community Health Improvement Plan (CHIP) that includes representatives of priority populations; that committee will present progress and recommendations to the Board of Health in a forthcoming meeting.
Public health staff said the county plans qualitative work such as focus groups and key-informant interviews in communities experiencing disparities and will use those findings to shape targeted interventions (for example, vaccine outreach or prenatal care access work). Staff emphasized transparency and relationship-building with community partners before formal council or legislative engagement.
