Warren County commissioners approved a six‑month extension of the PUD stage‑2 approval for Greenville Farms (formerly Green Meadows), allowing the developer additional time for county departments to complete technical reviews of submitted stage‑3 materials.
Ray Drapp, director of Warren County Building and Zoning, told commissioners the developer (identified in meeting materials as Sinesis Properties) had submitted stage‑3 package documents but departments needed more time to review stormwater, traffic and other engineering details. Drapp said the original stage‑2 approval dated April 11, 2023 (resolution 23‑0469) would otherwise expire on April 11, 2025.
Developer representatives explained they accelerated submissions over the past two months and have been coordinating traffic studies and road‑improvement discussions tied to the State Route 122 and Robinson Vale intersection. The applicant said it has submitted plans to RPC and county departments and has been negotiating the scope and cost sharing for necessary intersection improvements with the county engineer and the Ohio Department of Transportation. The applicant said it is prepared to reimburse preliminary engineering costs and to contribute toward improvements but that timelines for county and ODOT approvals affect project sequencing.
The project site was discussed in meeting materials as about 87 acres with approximately 220 proposed lots. Commissioners pressed county staff and the applicant on timing; some commissioners said they preferred a shorter extension than the 12 months requested by the applicant. Planning staff and the county’s planning commission staff said six months would be sufficient to complete interdepartmental review if the engineering office and other reviewers provide comments in that interval.
The board approved a resolution granting a six‑month extension of the Greenville Farms PUD stage‑2 site‑plan approval. The roll call recorded Commissioner Grossman: yes; Commissioner Young: yes; Commissioner Jones: yes.
Commissioners and staff said that if the developer secures stage‑3 approval from the planning commission and the interdepartmental comments are resolved, the extension issue will be moot because the developer would become vested under the stage‑3 approval and would not need a further extension of stage‑2. The county and applicant also discussed possible use of a development agreement or fee‑in‑lieu arrangement to secure the developer’s participation in the required State Route 122/Robinson Vale intersection improvements.
