The Elyria Planning Commission approved a request April 1 to rezone six parcels connected to Express Asphalt Solutions at or near 131 William Street from RTH (residential-to-household) to LI (light industrial). Counsel Justin Miller spoke for the applicant, Rodney Hilton of Express Asphalt, and told the commission the business intends to use the site for equipment storage, vehicles and office space and does not plan to store hazardous materials on the property.
Planning staff summarized the zoning history: portions of the site had been rezoned to residential in prior years while other nearby lots remained industrial. Mister Farkas recommended the rezoning but cautioned that if the site becomes LI it could trigger multiple variances because of the close proximity to existing residential districts and that an accurate site plan, property consolidation (replat), and setback analysis would be required. He noted the required 50-foot setback where LI abuts a residential district and said past uses (the former Blue Star recycling facility) informed the review.
No public opponents spoke at the hearing. The commission approved the rezoning by motion (moved by Mr. Tedrow; seconded; voice vote). The transcript records one commissioner voting "nay" (name not specified in the audio-recorded voice vote); the motion nonetheless carried.
Next steps: after the rezoning is adopted by council, the applicant will be required to submit a consolidated site plan, pursue any needed variances for setbacks or other dimensional requirements, and comply with building- and fire-safety requirements prior to expanded industrial operations.
