The Elyria Planning Commission approved a conditional use April 1 allowing SG Taylor LLC to operate personal services โ including client meetings, recording sessions and a small showroom โ at 910 Taylor Street, Unit C.
Applicant Jeremy Mullen described his business as a mobile DJ and content-production operation that also wants a small studio and client showroom at the site. He told the commission the facility would host recording sessions, video and audio production, and client meetings; "We are content producers," Mullen said. Planning staff reviewed the application and found the personal-service use fits within the heavy-industrial district as a conditionally permitted use, but the current site plan submitted with the application lacked a detailed, to-scale parking-lot drawing and parking-count information.
Mister Farkas told the commission the request aligns with Elyria Codified Ordinance section 11.64.04(d) for conditionally permitted personal services but cautioned that the applicant must complete a building-code plan approval process and obtain a certificate of occupancy after plan approval. The staff report noted an earlier cease-and-desist order (issued March 3, 2025) and listed building improvements the applicant intends to pursue (lighting changes, door, insulation, shelving) that must be addressed through the building-code review.
The commission approved the conditional-use request by motion (moved by Mr. Aiden; second by Mr. Tedrow). The approval is contingent on the applicant completing required plan approvals, providing a detailed parking plan that meets codified parking requirements, and obtaining building permits and inspections before occupancy.
Next steps: the applicant will submit a detailed site plan and the building-code plan application, obtain necessary permits and inspections, and receive a certificate of occupancy before operating as a personal-service location.
